I didn't start with a regulatory thesis. I started by trying to model the stock market and build a governor for algorithmic trading. It worked, barely, since I was a retail trader, not a firm. But enough to prove what I needed to prove: a real-time governor can refuse a trade when the evidence says it should. The same problem turned out to be everywhere. Thousands of studies, each solving a piece. If we could watch them all, we could govern any system that runs them.
Then I went to the brain. I wanted the governor to do what people actually do under uncertainty. Pattern-match against everything the system has ever seen, not a narrow window. That became NeuroPRIN, the core that now sits inside both the Assured Autonomy Governor (AAG) and the Assured Learning Governor (ALG).
Then the second turn. Information is a measurable oscillation that can be coupled and predicted against. Energy, resonance, information. The substrate state projects forward at multiple horizons, and the prediction seals alongside the verdict. That is how ERI was born. A continuation-in-part on the runtime governor that turns governance from reactive into anticipatory. Modulate / Anticipate sits between Assess and Enforce. The verdict can be downgraded before the action commits.
Once NeuroPRIN was real. Python, C++, ONNX, with the proof the safety world expects. I took it to autonomous driving, where a wrong decision costs lives. The same substrate then went into insurance, commercial real estate, healthcare, lending, and agentic AI. The regulator on the other side of the table changes. The problem does not.
The ideas have been in me for years. They only became real once I pushed them through the last generation of foundation models.
